We were not much involved in local research and development on computers until last couple of decades. Less appetite, political instability and lack of political will could be few of the reasons for this. We did try to import knowledge from west earlier and also requested for collaborative research and knowledge sharing but most of the time access to advanced technology was denied from west. V Rajaraman mentions that “By 1990 a good foundation had been laid in advanced technology areas such as
CAD/CAM, parallel computer development, computer networking and software engineering through a number of research and development projects funded by the UNDP and the DoE. The denial of advanced technology products by the West did not adversely affect India. Instead it goaded India to be self‐reliant in advanced technology. The Departments of Atomic Energy and Space and the Defence Research and Development Organization were all denied advanced technology products but were not seriously affected due to the innovations of their scientists and engineers.” But lack of investment in local resources for building hardware did have an impact on us. We are still lagging behind in research and development in hardware.
We have large number of Engineers passing out from college every year and irrespective of their core Engineering subject majority of Engineers are placed in IT/ITES companies where they are trained again only in those subjects which are mandatory to carry on day to day SDLC activities such planning, programming, testing and support. Such crowd of engineers in my opinion is nothing more than skilled laborers. Research and development in underlying computing technology is rare and is believed to be limited to few IITs and IISc. But who on the earth knows what goes on there unless they have any output to showcase.
