REASON :

Actually India is a great country with the great population. It's the largest country about population after China .

India is a unite + vast nation & so It's not easy to handle nation state through this system.And because of having a large population It's just like an impossible work to handle whole nation which keeps a matter more (through two tyres of gorvernment.)
