1.Some players have been invited to the Big Bash in Australia, by clubs  and franchises in South Africa, by counties in England, and by the  Bangladesh Premier League teams. They have all been refused permission  by the BCCI.

2.In Sri Lanka Premier League a number of Indian players were expected to play the tournament – Manish  Pandey, Manoj Tiwary, Paul Valthaty, Ravindra Jadeja, Saurabh Tiwary,  Umesh Yadav, Vinay Kumar, Yuvraj Singh, Yusuf Pathan, Munaf Patel, and  Ravichandran Ashwin.

3.The inaugural season of the Sri Lankan Premier League had  to be postponedfrom 2011 to 2012 because the BCCI refused to send its players to the  tournament.

4.The BCCI has done its best to ensure that Indian involvement in domestic  Twenty20 matches is restricted to the IPL. Its principle is a simple  protection of its assets in order to ensure no rival league will be able  to lure their players away with larger pay-cheques.

5.Legally, the players are free to  take part in domestic Twenty20s elsewhere. All they need is "an express no-objection certificate from the IPL."

The IPL Clause

Every IPL contract signed by the player, the franchise and the league, comes with clause 8.2 - The Player covenants with the Franchisee and IPL that he shall not during the Term:

    (a) participate in India in any competition or league which is the same as or similar to the League without an express no objection certificate from IPL; or

    (b) participate anywhere in the world in any competition which is the same as or similar to the CLT20; or

    (c) participate in any Twenty20 cricket competition anywhere in the world which is
    (i) not officially recognised by the official national governing body for cricket in the country where such competition takes place, or
(ii) not approved by the ICC in the absence of any such national governing body; or
(iii) "Disapproved Cricket" as set out under any applicable ICC regulations; or

    (d) participate in any other cricket competition anywhere in the world which is or could reasonably be considered to be similar to or competitive with the League save for any competition which acts as a qualifying competition for CLT20.

What is No Objection Certificate(NOC)?

It is a type of legal certificate issued by any agency, organization, institute or in certain cases, an individual, that does not object to the covenants of the certificate.

Players of other nations also need an NOC from their boards before they  play overseas. The South African players' NOC is a four-way agreement  between the board, the player, the South African Cricketers' Association  and the overseas country's board or tournament. Clause 23 of a standard  South African player contract states: "In the event that the cricketer  wishes to enter into an overseas contract during the contract period, he  should apply to CSA for a Non Objection Certificate in a reasonable  period and in the prescribed form."

However, the weirdest part comes to the subject of the participation of Indian players in other T20 tournaments. Contracted Indian players are not allowed to participate in T20 competitions across the world. The perception sounds weird, because if players from other nations are participating in IPL, BCCI should ideally reciprocate by allowing its players to participate in their domestic T20 leagues.

The vision should not be limited to just the volume of cricket, the money involved or national importance. The exposure of a player to different conditions that make him an all-round cricketer and enhances his credibility and increases his chances to perform better in those conditions at a later stage, especially when he is on national duty. It is not that the overseas domestic T20 competitions do not have quality and competition as of IPL.
