First off, the Indian Police are concentrated only to specific states and not in charge of the whole country. They aren't able to keep a strong vigilant eye on terrorism since if they do so, domestic problems such as disputes between individuals and theft shall go unattended

The police's main job is to focus a lot on public interest and security. Since India is a populus country, being the second populated country in the world, disputes arise between individuals and cases involving large businessmen and conviction are raised.

Hence the police don't know whether to arrest illegal people involved in weapons transfer, money laundering or drugs or individual corruption cases, theft and more.
