Indians were outraged by rowlatt act because it gave the government enormous powers to repressbpolitical activities. It allowed detention of political prisoners without trial for two years. ... (c) the rowlatt act was passed despite united opposition of indian members in the imperial lagislative council.

The Indians were outraged by the Rowlatt Act because:

• It is the government that has enormous powers to repress the political activities.

• The Rowlatt act allowed the detention of political prisoners without trial for two years.

• So therefore Mahatma Gandhi wanted non-violent civil disobedience  against such unjust laws, which would start a Hartal on 6th April.
