Inequality means comparing in lower levels.
If they are in lower levels we talk bad about them so discrimination forms

here's your answer....
inequality leads to discrimination as when we do inequality, we think that they are inferior to us....and slowly we start discriminating them..on the grounds of gender, caste , religion, etc.
