Why IOCL? Why not further studies? If you are not selected then what will you do?

Yes, usually one is required to take permission for further studies. And it is granted on the condition that it shall not affect normal discharge of duties i.e, during office hours no class etc can be attended and that even Leave may not granted at the time of Examinations, if there be any office exigency. But these are pretty routine rules and not enforced normally, unless the guy is at loggerhead with his boss.

And it is always advisable to obtain such permission before hand, else the degree/diploma obtained subsequent to joining the organisation may not be recognised or taken into record for promotion purposes as added qualification

In Higher studies, one has to take a permission from the government as well as the corresponding University of India. Universities in India have evolved in divergent streams with each stream monitored by an apex body which is indirectly controlled by the Ministry of Human Resource Development of government of India.
