because of the Ions gets dissolved in water and become as Hydrated ion For Example :

Nacl +H2O ===> Na+. + Cl-

Here Na+ is nothing but it is an Hydrated sodium I mean that a single sodium ion is totally surrounded by H2O molecules and similar with Chlorine surrounded by H2O particularly Na+ with O- and Cl- with H+ which ultimately results in not letting the Ions to form again a Nacl Bond...due this Ions dissolving nature only Ionic compounds conduct electricity and in solid state it is fully Lattice crystal so bonds so strong it doesn't let Ions to get brake so only in molten state it conducts electricity not in solid state
