nitrogen atom has a first ionization energy of 14.53 eV , so it would be (b) . Since oxygen atom has a paired electron, it repels the other 2p electrons, which makes it easier to remove the first electron from oxygen atom.

in 2nd and 3rd period doesn't follow regular trend. in this the S orbital is filled but the P orbital is half filled. so N is greater than O . Hope this helps you.
