why iron oxide do not act as a protective layer like magnesium oxide?​

Because, When the protective oxide film is removed, engineering alloys are highly reactive in aqueous environments, not unlike sodium in water (whose oxide/hydroxide, NaOH, is highly soluble and therefore non-protective.

Similar to above reaction, iron oxide gets rust or brown coating on exposure to moisture air, so it itself is not safe

, therefore it is not used for protective layers.
