Complete doesn't lead to pollution as its didn't release carbon monoxide. It only releases carbon dioxide which is less harmful then carbon monoxide..

in complete combustion, no particles are left so the amount of foreign particles in the air are less. On the other hand, in partial combustion, there are particles of wax that are left so the amount of foreign particles increases. therefore, complete combustion is less polluting.
