HERE IS YOUR ANSWER.
A CONSTANT DRIVING FORCE IS NEEDED TO MAINTAIN THE FLOW OF OIL THROUGH THE PIPES IN OIL REFINERIES BECAUSE THE SPEED OF THE OIL GOING THROUGH THE PIPE DECREASE DUE TO ACTION OF FRICTION WHICH IS PRODUCED DUE TO CONTACT OF OIL WITH THE INNER SURFACE AREA OF THE PIPE.

Answer:
due to viscous force of liquid between layer and the frictional force between the layer that touch with inner side of pipe both the forces reduces its speed and lead to stoppage . so a constant force is necessary for the flow of liquid in pipelines
