A flood plain is generally fertile land as sediments are deposited. It is useful for agriculture and other activities like construction of house, cattle sheds. It promotes human settlements by helping agricultural production. Where as mountain areas are unsuited to human habitation because of adverse conditions

Because Flood Plain us more fertile for agriculture and comfortable for man to live in than the mountains.
