Why is a flood plain more suited to human habitation compared to mountains?

Since mountains are examples of high relief, laying tracks and roads are difficult.
Because of this disadvantage,shops,houses... and electricity connections and availability of some vital things becomes harder and fervor.

So, plains are chosen,even if they are prone to floods.
