It's a permanent house because unlike the lok sabha or state assemblies it is NEVER fully dissolved . And re elections for the entire house are not held at the same time.
Rajya Sabha has 250 members . The members are elected by members of the state assemblies in accordance with the system of proportional representation by means of single transferable vote .
One third of memebers of the RS retire every two years . Thus rotation system is built . Every member has a six year term once elected.
Thus the house continues to remain intact but members keep retiring and new ones or even the retiring ones keep getting elected .
