Magnesium is reactive in nature.

Magnesium when comes in contact with oxygen present in the air, gets oxidised to its oxide.
Thus its surface gets covered with Magnesium oxide which must be removed so as to make the burning efficient.

The magnesium is rubbed with sandpaper to remove this oxide present on its surface.
