why is a mixture of salt in water a solution while that of oil and water is not

oil is insolubel and salt i soluble

For being a solutions there should be a solute which should completely dissolve in the solvent and that's the case of salt in water but oil and water are 2 immiscible liquids and hence oil doesn't dissolve in water and hence it is not a solution
