A normal eye is not able to see objects that are placed closer than 25 cm because the ciliary muscles of eyes are unable to contract beyond a certain limit. If the object is placed at a distance less than 25cm from the eye, then the object appears blurred because light rays coming from the object meet beyond the retina.

The ciliary muscles of eye which which relaxes and strains the eye lens so as to focus on different distant objects has a maximum and minimum strain taking limits. The minimum distance that can be seen is limited due to the eye lens being strained maximum to it's limit.

So 25cm is generally is taken near point of the eye, where one can see the Whole object clearly
