Because the Minimum or Least Distance of Vision in 25 cm. The ciliary muscles cannot adjust the lens if the object is closer than 25cm

A normal eye cannot see the objects placed at a distance of less than 25cm. It's because the near point of the eye is 25 cm, and at less distance the focal length of lens decreases and it becomes difficult for the ciliary muscles to adjust the eye lens.
That's why it's is always said that the near point of view of a normal person is 25cm.
