Article 75(3) of the Indian constitution says that the Council of Ministers shall be collectively responsible to the Lok Sabha. Thus the Council of Ministers headed by the Prime Minister will remain in office so long as they enjoy support of majority of members of the Lok Sabha. Thus the system of government in India is Parliamentary in nature. Under Presidential form of government the President is directly elected by the people and he is not accountable to the US House of Representatives. Victory or loss in elections to the US Congress doesn't affect the tenure of the President.
