A person is dark skinned or fair because of the varying amounts of melanin produced by their skins.

There is a substance called melanin in our skin. This melanin determines the color of skin of an individual.A person who is dark skinned has more melanin compared to the one who has a light skinned tone.People who are more exposed to the uv radiation of the sun are more dark skinned as the skin produces more melanin at that time to protect the skin

Hope it helps you....:)
