why is a see water left in salt pans under the sun to obtain salt from the sea water instead of being kept in a cool place?

Because to get salt from sea water you want the water to evaporate and leave the salt behind. Setting pans out in the sun will make the water evaporate much faster than if it'd been left in drums somewhere cool. The water in the pans get a bigger exposed surface area and much warmer.

Salt is obtained from sea water through evaporation of the water which leaves behind the salt. Evaporation requires heat. Hence it need to be be at a place where there is sufficient sunglight in order for the water to evaporate which cannot be found in a cool place.
