Why is a solution of sodium carbonate neutral to litmus?

Substance which release hydroxide ions in water is called a base
Aqueous sodium bicarbonate is weakly ionized and produce hydroxide ions. Hence it is a base
NaHCO3 (aq) →H2CO3 + OH - +Na+
Whereas Aqueous Sodium chloride dissociates into sodium Ions And Chloride ions. Here there is no formation of either H+ ions or OH- ions. Hence it is neutral.
Sodium chloride is a salt of strong acid and strong base. It is neutral in nature.
NaCl (Aq) → Na+ + Cl-
