the velocity of sound in water is much less than the velocity of sound in air. So the soundwaves are mostly reflected from the surface of water. Only little refrection of sound from air to water takes place . moreever, the refracted sound waves dies off after travelling a small distance in water. Hence no sound wave reach deep inside the water.
