Its usually consider a non bailable offence bec in terrorist attacks so many innocent people are been killed and these terrorists cannot pay for the lives of so many people. If they are given bail they will continue with the same thing without caring about anyone else in the world. They will not realize their mistakes at all until they are punished for it. But these punishments also have no effect on terrorists that sometimes when they are rileased from jail, they again do the same thing.
