why is a wet paper so smooth than normal one​

Wet paper has low tear strength than dry paper. ... Paper contains mostly fibers and fillers which are mostly chalk and some binders. When wet the binders do not work well and plus water cleaves the fibers. SO it is easy to pull the fibers apart.

paper consists of a network of cellulose fibres.. adding water to the paper allows some interfiber bond to be replace with bond to water molecues instead-so some of the interfiber bonds are broken up ....
