Why is acceptor energy level slightly above the valence energy level?

In p-type, the acceptor energy level belongs to the holes which in turns means the electrons which moves from one hole to another. ... Therefore its energy level is closest to the valence energy level. But it is easily attracted to the void space so higher than it.
