Pure water is a bad conductor of electricity, and electricity is required for electrolysis.
Thus, to make water a conductor of electricity, an acid (I've known the acid as H2SO4) is added.

because pure water is a bad conductor of electricity that's why acidulated water is used in the process of electrolysis of water.
