Why is advised to tie luggage kept on the roof of a bus?

it's adviced to tie the luggage kept on the roof of the bus because when the bus stops the luggage will fall forward due to the to the inertia of motion and similarly when it starts the bus will move the luggage will fall backward due to the inertia of rest. To avoid or to prevent the loss of luggage it's adviced to tie it.
