simple water has limited access of oxygen as H2O is waters formula which has 2 moles of hydrogen and one mole of oxygen so o2 is less in water than in air and air has plenty of o2 in its compound state ie 21% of total earth has ke of 100%

Explanation:
Water contains oxygen molecules according to the formula of water given as:
H2O
Air is also made up of oxygen actually 20% of air is made up of oxygen.
If we compare the concentration of Oxygen in water and in air we see that there is a larger concentration of Oxygen in air than in water.
We therefore conclude that air is a better respiratory medium due to the larger number of oxygen molecules in air.
