Why is air sometimes considered as a heterogeneous mixture?

Air is considered to be a hetrogeneous mixture as the composition of air at different places is different.
Eg; If i go to a hill Station, the 'air' is purer than in the cities, which is more 'polluted'. These both refer to the pollution levels, and indirectly refer to the composition of air
