This is due to reason that the oxygen is highly reactive whereas nitrogen is not react at atmosphere temperature with any one. ... Here 78% N2 works as an inert gas for atmospheric reaction and because of which reaction rate becomes slow down. Because of this reason the amount of oxygen is 21%.
