Why is all the liquid refrigerant not converted to vapour in a throttling process

If we note there is NO HEAT TRANSFER inthrottling process but the the liquid refrigerant becomes mixture of it's vapourand liquid phase. In such vapourization latent heat is absorbed from refrigerantitself so temperature of refrigerant reduces greatly along with that caused by pressure reduction.
