For better understanding first of all understand what is shunt ? and how the resistance effect the circuit ?
shunt is a resistor of low resistance which is capable to pass a large amount of current through it.
resistance is the tendency of wire 3 by which it oppose the current through wire. Means higher the value of resistance of any resistor, low current passing through it and vice - versa.

Now, come to the question, question said " why is an Ammeter , low resistance is connected in parallel with the coil ?
exaplantion :- For measuring current of a circuit , we have to insert a measurement element in series in the circuit in such a way that current is flowing through it but it effects minimum on the circuit which we want to measure.
Because we know, meter coil has a high resistance , we can't insert it in the circuit because that will reduce the current too much and it will be damaged. that's why a shunt of low resistance is used to pass the high current without affecting the circuit . Hence, it is clear why we use low resistance in parallel with Ammeter.
