An atom consists of positively charged particles called protons and negatively charged particles called electrons and neutrally charged particles called neutrons.
Electrons can move freely but the protons are fixed within the nucleus of atom.
Under normal circumstances , the number of electrons is equal to the number of protons in an atom. so , they cancel each others effect and the atom is electrically neutral.
