Why is anhydrous hcl is a poor conductor while aqueous hcl is an excellent conductor?

Anhydrous on concentrate HCl has its ions bonds held tightly whereas in the aqueous HCl the ions are dissociated into their respective cations and anions thus leading to better conduction.
