It is Because On interesting thing we not need to motivate for attention but in Boring matters we make attention forcely So it is called Effort allocation.

I would love to answer it . Attention is also called as effort allocation because we make efforts to make a thing or object look more attractive which catches attention of other peoples that's why it's known as effort allocation .

EFFORR + ALLOCATION(to make things beautiful or attractive) = ATTENTION .
