Boiling is a bulk phenomena because the whole water particles are heated and vaporized  in the air. In evaporation we see  that only little fraction water particles on the surface are turn into steam below boiling point. that is the reason why ,the boiling takes place faster than evaporation.

The boiling point of water is 100 C.It is called bulk phenomena because particles inside liquid gains adequate energy to change into vapour state and this happens only at boiling point.
