why is boric acid considered as a weak acid?

Boric acid doesn't dissociates ( or ionizes) completely to give H+ ions in water.
It rather accepts OH- ions from water and forms metaborate.
According to definition of weak acids, boric acid is a weak acid.

B(OH)3 + 2HOH ⇄ B(OH)4 + H3O

because it is sparingly soluble in cold water but in hot water highly soluble .
also it act as Lewis acid by accepting electron from OH- ion shown by equation.
B (OH) 3+2HOH----->[B (OH) 4]- +H3O+
so, boric acid considered as weak monobasic acid.
