Because it's composed of 2 or more pure substances that are physical, not chemically, bound to each other.The ratios of these can vary greatly; however, they are a solid mixture and are homogeneous. This is why the physical properties of brass are consistent, if it were a heterogeneous mixture then you could see a very large difference in color and other physical properties that would be indicative of one predominant element.
