Brisk effervescence means bubbling.
When sulphuric acid is added to sodium carbonate, the following reaction takes place:
H2SO4 + Na2CO3 ------> Na2SO4 + H2O + CO2
Thus carbon dioxide gas is evolved, which bubbles through Na2SO4 solution, thus brisk effervescence is seen.
