✔✔ Because they think Buddha as a Incarnation of Hindu God Bishnu, and you can say indirectly they might have thought Buddhism is part of Hinduism.
✔✔ Here, in Nepal many people follow both Hinduism and Buddhism at the same time, visit both temples and many times Hindu temple and Buddhist Stupa are at side by side.
