Why is burning leaves and garbage a bad practice? what would you do if you saw someone burning leaves in the neighborhood? What rules are made by the government in order to control air pollution

Burning leaves and garbage is a bad practise as it is responsible for increasing pollution.
If I see anyone doing such practise, I will request that person to stop this in order to save himself and nature from the immense and harmful fumes and gases evolved by it.
Govt had made certain rules but followers of the rules are not being born in today's world...... Majority way
