burning leaves and garbage is not a good practice as
1. it would produce co2
2. if left carelessly can lead to fire mishap
If you see someone burning and you dont have any water source nearby then tell the man to roll on ground so that oxygen supply cuts off and fire douses. later on first aid must be carried out and ambulence must be called

Answer:
Burning leaves and garbage is a bad practice as it leads to air pollution. It can also lead to a break out of fire and spread to other areas.
I would immediately ask the person to stop burning leaves and "throw sand" on it.
Rules made by government to control it are "National Air Quality index", "Environment Act 1986", Ban on burning of leaves/ waste etc and "Air (Prevention and control of pollution) Act 1981".
