because a new substance that is ash is formed and you cannot get back the paper.

A chemical change is the one where new substances are formed by the reaction of other substances it is irreversible by reversing the conditions only
when paper is burnt it produces ash (residue)
carbon dioxide and water vapor and some quantity of other substances which are used in paper making and in ink releasing heat and light energy
the new products are formed and it is irreversible if u want to get the paper back again by cooling
so it is a chemical change.
