Why is capacity of backpacks is measured with ltrs.

Here is your answer,

When they manufacture it, to check it's capacity / max volume they need to use air.

This air is always measured in volume never mass.

So some volume in square centimeters should be the measure for it then for consumer's understanding it is converted into litre.

So that is how the capacity of a backpack is decided.
