Why is Ce 4+ a good oxidising agent?

Ce
is a good oxidizing agent because its core element is large leaving its
outer electrons far from the center of the atom where the protons
reside. This makes it easy for electrons to be removed from the atom
there by oxidizing it. Se is a much smaller atom, although larger it is
in the same column as O, giving it similar properties to that of Oxygen
which is one of the very best reducing agents available in the natural
world. Its high electronegativitiy allows it to take electrons away from
other atoms with lower electronegativity. Se has these same
characteristics small in size only needing a few electrons to complete
its outer most shell so it pulls on electrons just as Oxygen.
