It is differentialy preamble because
To allow only selected components from blood into cell.
It allows the exchange of carbon dioxide and oxygen too. Oxygen from blood into cell and carbon dioxide from cell into blood.

because the our body have many parts and only one type of cell do not work properly this reason the cell membrane differently preamable
