CH2 act as electrophile as it is short of electrons. The compound has 6 electrons in its valence shell and hence are 2 electrons short in having a stable noble gas  configuration.

So to fulfill its stable configuration has tendency to gain electrons and hence are attracted towards electrons.According to definition electrophile are neutral or positively charged species that are electron loving and hence are electron pair acceptor.

Since CH2 has only 6 electrons that is 2 electron short so show affinity towards electron pair and hence can accept the pair of electrons, so act as an electrophile.
