This is very simple HCN is weak acid and it doesn't get completely ionized and forms a reversible reaction leading to formation of H+ and CN- ions, if you consider this reaction here CN- is acting like a base by accepting H+ ion and as it's conjugate acid is weak it makes CN- a strong base and basicity is directly proportional to nucleophilicity.
